Why was `GAP_STAMP` changed from
{{{
GAP_STAMP = '%s/local/bin/gap_stamp'%SAGE_ROOT
}}}
to
{{{
GAP_STAMP = SAGE_EXTCODE
}}}
This seems a mistake and might be the cause of #13963.
