Looks like it's needed for now, or is there any action on the Cygwin

Any updates with what we should do here? The code for the sqrtl business
that David wrote is a little convoluted for me, but perhaps it wouldn't be
that hard to change to logl as was suggested above.

to say ''precisely'' which lapack packages to install, as in the ticket
description.
#10508 seems to now have taken care of this.
> * As Jeroen points out, make sure that we put something in so that we
don't use the (current) Sage 4.6 GCC spkg to build on Cygwin. This could
involve making the 4.7.2 spkg standard (I don't believe there is a ticket
for this yet, though there is a sage-devel thread reporting a fair amount
of success), or something else.
This is #14378, and Jeroen even has an spkg.
