 Ive got a slight preference for the SAGE_INST_CEPHES solution, espoecially
 it "could" be easier to maintain, but for the moment I could go with not
 even testing sqrtl anywhere assuming that its in the libm of supported
 platforms or were dealing with Cygwin or FreeBSD.
