#5771: %latex should issue a warning if latex isn't installed on the system

Right now on sagenb latex is not installed. So when someone evaluates a
%latex cell, i.e. someone == Bill Hart, it just hangs:

The program 'latex' is currently not installed. You can install it by
typing:
sudo apt-get install texlive-latex-base
-bash: latex: command not found
