Hi,
why not including http://numberjack.ucc.ie/ in Sage, which already has an
interface to SCIP (among others), and allows more expressive constraints
(CSP) than MIP only. Also, https://code.google.com/p/python-zibopt/ is
another Python interface to SCIP.
