Comment:
Updating scipy to 0.12 is now #14617.
And hopefully the seemingly related problem I linked above should be fixed
by this release which replaced legacy ARPACK by Arpack-NG (which changed
the problematic second funciton to arpsnd (modulo spelling errors)).
