Let me clarify: Importing libgap is rather slow right now since it does
not use the cached GAP workspace. But the matrix groups that use libgap
are already lazily imported, so libgap is not loaded on startup even if
some files have a non-lazy libgap import. #14187 ensures that an error
will be printed if you were to actually import libgap during startup.
