The SPKG will have a version number, so the sagenb code in it should be
the state of the repository at that version. That means the SPKG should be
built from a tag. The tag should be somewhere on master. The `release`
branch is just a branch that sits there and gets master merged into it
whenever there's a new tagged version. It doesn't serve much of a purpose
other than to track what the latest released version is.
