 It is regrettable that there's no other way to get log simplification of
 things like `log(8)/log(2)`, but `simplify_radical()` will do the same
 thing even when the argument to the log function is a complex function of,
 say, `z`.

 It'd be nice to have something that worked for constants at least, but
 avoided e.g. #12322.
