GMP/MPIR used to include a hack to configure faster.
This makes is build badly on cygwin when C++ support is disabled.
The spkg here backports a fix from
https://github.com/wbhart/mpir/commit/2320c7d965e3277fddaf2390fdf7032d34954c8c
