#6085: [with patch, not ready] Finish full implementation of c_graphs

The goal is for c_graphs to be able to take over as the default
implementation of graphs in Sage. With the first patch, all that remains
to be done is:
1. We need support for arbitrary hashable vertices.
2. We need support for arbitrary edge labels.
3. We need pickling.
