Comment:
I knew I was forgetting something. We need to bump the patch level if we
want this to be upgraded from the old way. As for SPKG.txt the new way is
to slim them down because most of the interesting stuff is in the commit
message, also a few lines about this wouldn't go amiss. Look at eclib and
flint for current example.
