Something is wrong with your branch. With the current develop branch, I
see

$ ls build/pkgs/dot2tex/
SPKG.txt package-version.txt spkg-check*
checksums.ini patches/ spkg-install*
$ cat build/pkgs/dot2tex/package-version.txt
20120520
}}}
You're missing most of the files in `build/pkgs/dot2tex`.
(If you had a `checksums.ini` file which matched the file in `upstream`,
it wouldn't download anything.)
