We should IMHO repurpose this ticket to either make many if not almost all
packages depend on `pkgconf` (which currently also creates the `pkg-
config` wrapper script in `$SAGE_LOCAL/bin/`), or to reenable setting
`PKG_CONFIG_PATH` in `sage-env`.
