> Since we now no longer set `PKG_CONFIG_PATH` in `sage-env`, and the
wrapper script setting it gets only installed with `pkgconf`, we have to
fix our deps such that other packages ([currently] built before `pkgconf`)
see Sage's `pkgconfig` folder at all.
