> `sage --docbuild reference html` is the second stage of the reference
manual docbuild and works as long as you have a pre-built intersphinx
inventory. If you don't you need to run the first stage, that is, `sage
--docbuild reference inventory`, before that.
IIRC that didn't always work either, but anyway, it's not documented (at
least not where it should be), but instead odd errors are raised in case
one hasn't (re)built the inventory prior to trying to build the reference
manual.
