Hi,
Great. But you did not remove the holes! An `IOA(k,n; h_1, ..., h_s)` must
have `n^2 - sum(h_i^2)` blocks. Would that be hard to adapt?
I wrote a function `is_incomplete_orthogonal_array` but I do not want
interferences with #16295. I will attach the file to the ticket.
