Here it is. Note that Wilson's decomposition as it is implemented in
#16347 was making `orthogonal_array` return tuples too.
And I will still need #16353 to update this properly. It is better to
output lists than tuples, but if we cannot cache resuls we cannot even
build the MOLS table once that #16347 will be implemented --> too slow.
