New description:
A reimplementation of p-adic polynomials in Cython with many different
ways for handling precision. Needed for more generic p-adic rings and
fields and factoring of p-adic polynomials
Apply powser-par1.2.patch, then trac_5075.patch, then
padicpoly_outside.patch, then padicpoly_ring_padic.patch, then
padicpoly_new.patch, then padicpoly_update1.patch
Should apply cleanly and build against sage-4.0.rc0
