I agree with Volker that nothing in `upstream` should be tracked; we
should be free to have tarballs for many versions of each package there. I
mean, it might be nice to have a script which cleaned this directory up,
deleting all out of date versions, but that would be (1) a very low
priority (since you can just delete the whole directory if you have a good
internet connection) and (2) for another ticket.
