 Before you can use "maxima as a library" from sage, you first need "lisp
 as a library" and I think ECL is still the only player in that arena. I'm
 sure you can get "maxima as a lisp library" in pretty much any lisp
 implementation, but we need to be able to call into that lisp
 implementation from C code.
