In contrast to {{{RealIntervalFieldElement}}},
{{{ComplexIntervalFieldElement}}} did not implement {{{__nonzero___}}}.
{{{RealIntervalFieldElement.__nonzero__}}} returns {{{True}}} if it is not
known to be exactly zero.
This patch implements the same for {{{ComplexIntervalFieldElement}}}.
