New description:
Currenlty, `MathJax` is bundled with sagenb. But ipython notebook also
requires `MathJax` for offline displaying mathematical formulas.
The aim of this ticket is to:
- have an independent `MathJax` spkg, not related to sagenb
- make it small
- have ipython notebook depend on it and work with that local install
The latest `MathJax` tarball can be downloaded at
https://github.com/mathjax/MathJax/archive/v2.4-latest.tar.gz
It should be renamed `mathjax-2.4.tar.gz` in the `upstream/` directory.
After some discussions (read below), the use of that package for sagenb is
postponed to #17306.

Okay, i will put the commit related to sagenb in the ticket #17306. That
said, the current ticket can wait after 6.4 too :)
