Actually, #17585 fixes

sage: V = ZZ['x']^50000
sage: V([0]*50000)
}}}
but not
{{{
sage: vector([0]*50000)/1
}}}
Since this ticket looks quite independent of #17585, it makes sense to
have both.
I do suggest to add the ''two'' doctests above, since they clearly test
different issues.
