The following worked well:
- downloading the tarball from http://www.coin-
or.org/download/source/Cbc/Cbc-2.9.4.tgz
- rename it to `cbc-2.9.4.tar.gz` and move it to `$SAGE_ROOT/upstream`
- do `sage -i cbc`
- do `make`
