 Okay, then should we rewrite `sage --standard` (etc.) to just read data
 from `build/pkgs/.../package_version.txt`? I think you're saying this:

 - if `local` is True, just read `package_version.txt` information. For
 old-style packages, we don't even know about them in that case.
 - if `local` is False, still use `package_version.txt` for new-style
 packages. For old-style packages, check the servers.

 That sounds okay to me.
