 True, I didn't know that ticket.

 I think that #18719 is slightly better since #18692 decodes as UTF-8 (the
 default encoding) while it is not obvious that the `mirror_list` is
 encoded as UTF-8. I think ASCII is a safer choice (although in practice it
 probably does not matter).
