 Install OK, tests OK, docbuild OK, page `boost_graph.html` looks good (it
 will certainly be enriched in the future), and it is fast.

 1 loops, best of 3: 724 ms per loop
 sage: %timeit G.edge_connectivity(boost=1)
 100 loops, best of 3: 5.86 ms per loop

 sage: G = graphs.RandomBarabasiAlbert(1000,2)
 sage: %timeit G.edge_connectivity(boost=0)
 1 loops, best of 3: 1.14 s per loop
 sage: %timeit G.edge_connectivity(boost=1)

 For me the patch is good to go. However, it would be better if an expert
 in C++/boost/etc. could check the patch before setting it to positive
 review.
