The treating of `{C,CXX}FLAGS` changed recently in #16149 and I don't
understand why that change was needed.
Personally, I would prefer to not treat empty and non-empty `FOOFLAGS`
fundamentally different (i.e. I would revert #16149 and leave `LDFLAGS` as
they are).
