Yes.

mean that he would agree to license Nauty under the GPL v3. Somebody just
needs to ask...
And what is more: Sage is free, so I can take any part of Sage and use it
as a part of some other (free) program that is used to prepare against
another shelling of Mainila. Free software can be splitted, not only
combined.
I am quite sure that he did not think about that. Not in a way or another.
