Well, the patchbot package worked fine for a long time without `dateutil`,
so there is no fundamental reason why we need it. We could do the
replacements in [comment:37] and revert the `parse_datetime` function to
what it was in earlier patchbot versions and have the patchbot "just work"
that way.
