New description:

 A lot of work has been done on the patchbot since the latest update in
 #16872.

 In particular, the ascii plugin now looks for unicode only in .py[x]
 missing utf8 declaration, and the patchbot does not look at spkg tickets
 more than once per day.

 Latest available version is 2.4.4

 I am very sorry. I was a bit over-enthusiastic for having an idea to solve
 the trust-checking issue. This should work now.

 By the way, what will happen if I do
 {{{
 sage -i patchbot-2.4.9
 }}}
 with a future instance of the new-style spkg ?
 In other words, can one install new-style spkg updates in that way ?
