One disadvantage to this is that it requires internet access, which `sage
--optional --local` does not do. But this would be a good addition if
`--local` were not given. If we do list the non-installed packages, then
it's going to get unwieldy if there are hundreds of entries in
`build/pkgs/piprules`. What if that file gets big?
Do we want to list these as optional packages or in another category?
`sage --pip_packages`?
