Old description:

 More or less, yes. I scripted `make distclean && ./sage -p PKGNAME` for
 all packages. Only later I realized that this check is too strong, since
 we can assume that at least `make base` was run before. So the real check
 should be `make distclean && make base && ./sage -p PKGNAME`. I can test
 that in a later ticket.
