IMHO `hadamard_matrix()` should accept options, such as `RSHCD` and `skew`
(the latter not implemented yet). (A skew-Hadamard matrix is a Hadamard
matrix of the form `H=S+I`, with `S.T==-S` and `I` the identity matrix; I
have some half-written patch for them...)
As well, `is_hadamard_matrix()` ought to check for `RSHCD`-ness and
`skew`-ness.
