#19503: strip TESTS blocks in introspection

When a user types

sage: foo?
}}}
we should hide the `TESTS` block: it should hold doctests which are too
technical to be helpful. (They should still be visible from `foo??`: if a
user wants to see the source code, we shouldn't hide anything.)
`TESTS` blocks should be shown in the reference manual by default, for
completeness, but running `sage --docbuild --no-tests DOCUMENT FORMAT`
will cause them to be skipped, as will setting the environment variable
`SAGE_SKIP_TESTS_BLOCKS`.
