New description:

 {{{
 sage: p = MixedIntegerLinearProgram(solver="glpk")
 sage: q = MixedIntegerLinearProgram(solver="glpk")
 sage: q.add_constraint(p[0] <= 1)
 ------------------------------------------------------------------------
 Unhandled SIGABRT: An abort() occurred in Sage.
 This probably occurred because a *compiled* component of Sage has a bug
 in it and is not properly wrapped with sig_on(), sig_off().
 Sage will now terminate.
 ------------------------------------------------------------------------
 }}}
 This ticket is to actually fix this problem or give a better error
 message.

 The fact that Sage crashes hard is handled at #19525.
