Well, both `acb_set_fmpz` and `acb_set_round_fmpz` are `arb` API
functions, so it's matter of choosing between them. It's not "manual
rounding thrown in", it's just calling a different function.
But even then, I think that it doesn't really matter how `libarb` does
stuff internally: that's an implementation detail. What I propose here is
simply to handle precision in `arb` the same way we handle precision in
`RR` and `RIF`.
