New description:

 There are two non essential files in this folder: __init__.py is blank and
 all.py contains one line of code for an import statement. This by itself
 is not a huge issue, but if there are many non-essential files like this
 in the current sage distribution wouldn't that increase the compiling time
 when people first install sage?
