I have an updated spkg available at
http://sage.math.washington.edu/home/drake/sqlite-3.6.17.p0.spkg
It is identical to the current one, except it doesn't copy over a new
Makefile.in on Cygwin. It appears to build and install fine on Cygwin, and
since the only change is in a block of code only executed on Cygwin, it
should also work on all other platforms too.
