I don't really like this patch. It seems that every time we try to use
Cython-generated header files, it breaks on Cygwin. From this I conclude
that the Cython-generated header files should be fixed in general, instead
of adding a manual hack for every case.
Why do you say that adding `DL_IMPORT` in `.h` files is "rather sensible
in general" if it always breaks?
