 OK, so it looks like we are back to step 1. A way to do things would be to
 generate headers with clean declarations (without DL_IMPORT, as suggested
 for instance in https://groups.google.com/forum/#!search/cython-users
 $20dll-linkage/cython-users/PehxC_cj5Ag/TJB7J-06s18J), i.e., revert
 partially #19796. I can do it, unless Jeroen has a better solution in
 mind.
