I had a concern that there may be linking issue on cygwin because of
libgomp. But `-fopenmp` should be in the `CFLAGS` provided by `fflas-
ffpack.pc`. So long as those flags are passed to the linker I guess we
should be ok.
@jpflori can you comment on the linking needs on cygwin?
