Can you rename `COMPILE_ARGS` to `OPENBLAS_CONFIGURE`? I know it's not
using `configure`, but that would make the environment variable compatible
with similar variables in Sage like `ATLAS_CONFIGURE`,
`PARI_CONFIGURE`,...
