This commit should play nicely with #20256, but I'm still a novice with
git-trac and haven't figured out how to test this yet.
I added has_all_real_roots() to test for all roots in the real line. I'm
open to changing that name if someone has a better idea.
I still haven't implemented any sort of sanity checking on the input base
ring.
