 Huh. How did you test it?  I just ran `chmod 777` on the parent directory
 and all subdirectories, then ran `./setup.py sdist`.  The permissions in
 the resulting tarball at least had my umask applied:
 {{{
 $ umask -S
 u=rwx,g=rwx,o=rx
 }}}
 It's the 'w' I'm mostly concerned about.  How are you defining "sane"?
