Comment:

 Rebased to include latest from `develop`, and to include #20481.  This
 allowed me to remove the `env PYTHONPATH=.` from all `pip` calls.  The
 only package that currently was affected by this issue was pyparsing, and
 #20481 effectively works around it.  There is a larger problem with pip
 that should be addressed, but it is no longer an immediate blocker for
 this issue.
