 Really? Then I am missing something, either in this ticket or in #17075...

 Because of #17075, you no longer need to know which BLAS implementation
 Sage uses, just query `pkgconfig`. See `src/module_list.py` for an
 implementation of this. So we just need numpy to respect these `pkgconfig`
 files, right?
