Dan's changes worked for me in Cygwin. So, +1 on Dan's package.
I have a SQLite 3.6.19 spkg at
http://sage.math.washington.edu/home/mhansen/sqlite-3.6.19.p0.spkg which
is based off of sqlite-3.6.17.p0.spkg and merely replaces the src/
directory.
