This ticket proposes a implementation of Reed Muller Codes. It contains:
* A code class, BinaryReedMullerMajorityDecoder, for decoding binary
reed muller codes using majority voting algorithm.
* A code class, QAryReedMullerRSDecoder, for decoding q-ary reed
muller codes by embedding it in a reed solomon supercode.
